WALNUT CREEK, Contra Costa County — October 23, 2026. Walnut Creek voters will choose two City Council members, a City Treasurer and decide Measures T and U on November 3. The City Clerk’s official election guide provides the candidate statements and ballot-measure information. These are municipal decisions separate from the statewide contests on the same ballot.

Who qualified as candidates?

The city lists Cherise Khaund and Brendan Moran as qualified council candidates, for two seats, and Ronald Cassano for City Treasurer. Readers should check the final county ballot before voting, as write-in rules, withdrawal notices and the operative sample ballot are governed by election officials. This article does not endorse candidates.

Measure T: Elected or appointed treasurer?

Measure T asks whether the Walnut Creek City Treasurer should become an appointed position rather than being directly elected. A yes vote would authorize that change under the measure’s terms; a no vote would retain the current elected arrangement. Supporters may emphasize financial expertise and administrative flexibility, while opponents may emphasize direct public accountability and voters’ control. Read the official impartial analysis and arguments before choosing.

Measure U: A senior-housing land-use initiative

Measure U concerns a 2.4-acre site at the northeast corner of North California Boulevard and Ygnacio Valley Road. The question would amend the city’s General Plan, North Downtown Specific Plan and municipal zoning provisions to allow a mixed-use senior-housing and compatible commercial district on that site. It is a land-use initiative, not a guarantee that housing is already financed or constructed. The published measure primarily envisions senior households age 55 or older.

Voting options

The city identifies official drop boxes at City Hall, Shadelands Art Center and Grace Presbyterian Church, and directs voters to Contra Costa County Elections for the full vote-center list and any updated locations. The regular voter registration deadline was October 19; eligible residents may still be able to use California’s conditional registration process at designated sites. Confirm ballot deadlines and locations with the county.
